It requires the "Access your data for all websites" permission solely to ensure your keyboard shortcuts work reliably everywhere. Complex web apps like Google Docs can intercept and "swallow" keystrokes, breaking normal browser shortcuts. This extension bypasses that by listening for your configured keystrokes early to guarantee they always trigger.
