Fixes a Chrome service-worker timing bug that could misname the CSV log; fixes a permission-request race that sometimes required clicking "Track" twice on a new site; adds a way to rebuild the project list from Chrome's download history after a reinstall or reset; and adds a safety check so a resumed project's log is never silently overwritten if its history isn't fully known locally.

Source Page cells in the CSV log now use an =HYPERLINK() formula, so the link is clickable directly when opened in Excel, Numbers, or Google Sheets, rather than requiring a copy-paste. No other changes.
