Improved automatic reading-progress sync reliability.

Changes:
- Auto-track now waits for a confirmed Trace API response before updating story status.
- Failed auto-track attempts no longer leave stale local dedupe state, so they can retry correctly.
- Ignored subframe/prerender messages are handled explicitly without making network requests.
- Added regression tests for auto-track acknowledgement and failure handling.
