Unfortunately Firefox does not provide API for setting Global shortcuts (that work when browser window is not focused) yet: The bug 1411795 to add global keyboard shortcut support to commands API is at https://bugzilla.mozilla.org/show_bug.cgi?id=1411795 If you want to help, register there and vote on that bug, so it gets prioritized.
