The Qogir GTK theme can be found on https://github.com/vinceliuice/Qogir-theme

Note: Despite the dark toolbar, this is forced to be a light theme. In the original GTK Qogir theme, it's primarily white, except a few things like titlebars, toolbars, side panels which are dark.
