* Citation Identification: Scans text nodes on loaded webpages for standard CFR patterns (e.g., "29 CFR 1910.134"). Detected citations are styled as active links; clicking them fetches and displays the relevant regulation text in a sidebar.
* CORS-Compliant Fetching: Uses a background service worker to query the eCFR.gov API and load regulation text on demand.
