Except for certain functionalities like syncing/adding new aliases etc. which would require you to be online, the Proton Pass extension can already be used offline. It is very quick and intuitive to use, and integrate into a flowy use of multiple devices. After 10 month of test on all my devices for both my private and pro stuff, I had no issues at all and use it as one of my day to day tools. I couldn't stop using it.
