    • Close cold-start gap: hold network requests on the blocking webRequest listener until config and block log finish loading, so the firewall cannot fail open while the background worker is initializing
    • Drop stale per-request verdict cache entries when the config changes, so old rules can no longer affect new evaluations
    • Reset stored configuration to defaults when validation fails on load instead of continuing with broken data
    • Guarantee the geo-data ready signal always resolves, even if loading fails, so handlers awaiting it never hang
