"Really", no; "mainly", yes. It's a community driven FOSS. Anyone can choose to participate.

There is an "options" page in which you can pick different dictionaries.

Page translation is more of a supplement feature in Saladict for Chinese users. - Rated 2 out of 5by Firefox user 13031600, 6 years ago更新到最新版后，在中国大陆已经没法正常使用了。因为删除了右键菜单的有道网页翻译，而其他的网页翻译，如：谷歌、微软、百度或搜狗网页翻译都无法使用。
