This would be a lot more useful if it resided in the address bar icons (alongside the screenshot, pocket, etc because my use-case for this would be when I have a popped out window. And commonly, those types of windows only show the address bar. The regular addon buttons aren't there.

Anyway, you can still use Ctrl+Shift+F7 to switch Always on Top state,
