sadly I can't, for now themes made with firefox color can only color the top panel.
Right now to apply colors to the new page tab you have to edit userContent.css as you can read here: https://support.mozilla.org/en-US/questions/1249738

Edit:
I'm looking into it and see what I can do, the theme you mention was not made with Firefox Color but I'll try to implement the changes by hand

    It would be 5 star if you also theme the new tab page.

    I am not an expert on firefox themes, but some themes were able to theme the new tab page. One example is this one: https://addons.mozilla.org/en-US/firefox/addon/kristofferhagen-nord-theme/?src=search
