This looks like it tries to be a WebExtensions solution for Download Status Bar and a lesser extent S3 Download Manager. For sites it is allowed to, it injects some HTML to create the visual effect of a bottom status bar with your current or recent downloads. It seems to lack configuration and its own extension page doesn't seem to populate correctly... but the basic functionality is there and that's the important part.
