Connection speeds can be influenced by numerous factors such as your native ISP speed, location, server load, network setup, etc. You could try some of the tips at https://protonvpn.com/support/increase-vpn-speeds to improve your connection speeds. This leads to better load balancing and higher speed, which is a priority for free users. I would recommend to download the desktop application instead in such case, you can do it from GitHub which hopefully shouldn't be geo-blocked:
Windows: github.com/ProtonVPN/win-app/releases
macOS: github.com/ProtonVPN/ios-mac-app/releases
